Rosebud Tribe Request Concerns be Considered for R-Project

The Rosebud Sioux tribe has requested that tribal concerns be properly considered before any incidental take permit be issued for the R-Project industrial powerline.
A letter dated September 17 from Ione Quigley of the Cultural Resource Management Office was sent to Deb Haaland, the secretary of the U.S. Department of Interior.
The federal law that requires this consideration is the National Historic Preservation Act, including identification of traditional cultural resources that need to be done in consultation with a tribe.
"Miltiple historic documents" and "tribal oral histories describe the Nebraska Sandhills as the hunting grounds of the Sicangu (aka Brule) Lakota and many cultural sites significant to the Sicangu Lakota are located in the area," according to the letter. Another topic of concern was the effects of powerline towers being anchored within waters of the Ogallala aquifer.
Previously, the environmental impact statement had not included two key items of the tribe, including prominently no consultation with the tribe and no mention in the document, according to the letter, which also stated that the "writers of the [federal] document conducted sub-standard research."
In June 2020, a federal judge revoked the incidental take permit that had been issued to Nebraska Public Power District by the U.S. Fish and Wildlife [Service]. This revocation stopped project activities.
